FILOZOFSKOG FAKULTETA UNIVERZITETA U SARAJEVU


Pripala mi je nezahvalna uloga da na neki način sumiram ono što su postignuća jedne kuće i institucije kao što je Filozofski fakultet. To nije nimalo lako iz više razloga. Prvo, teško je ne prisjetiti se ljudi koji su utemeljili Fakultet i koji su razvili njegove studijske programe i profilirali znanstvene i druge vrijednosti koje su bitno uticale na samo društvo i njegov vrijednosni sistem. Drugo, mnogo se značajnih događaja i promjena u prethodnom periodu zbilo, koje nije lako vrednovati ili objektivno ih sagledati. Te promjene nisu bile samo napredak već su značile i stagnaciju, pa i ideologizaciju i nauke i obrazovanja. I ne manje značajne bile su i društvene promjene u ovom razdoblju jer smo svjedoci da se srušio jedan sistem i poredak u kome je Fakultet osnovan, a novi poredak u drugo vrijeme se gradi i to na dosta složen i dugačiji način. U navedenom prostoru Fakultet je nastojao odgovoriti svojoj društvenoj zadaći i svrsi konzumenta znanja i obrazovanja. Nastojao je ostati lider u obrazovanju, nositelj ideje dobra za čovjeka i obrazovni sistem države Bosne i Hercegovine.

Obilježavanje godišnjice predstavlja znak kontinuiteta i trajnosti jedne institucije. 65 godina Filozofskog fakulteta potvrda je vrijednosti znanja i obrazovanja i njegovog značenja za državu, narod, njegovu kulturu i historiju. Sa ove vremenske distance moglo bi se reći da je nemjerljiv doprinos Filozofskog fakulteta obrazovanju i razvoju znanosti u Bosni i Hercegovini, ali i šire. Filozofski fakultet Univerziteta u Sarajevu je preko niza generacija svršenih studenata, magistranata i doktoranata odlučujuće uticao na obrazovanje i razvoj humanističkih i društvenih znanosti, kako u BiH tako i u cijeloj bivšoj zajedničkoj državi.

Na Filozofskom fakultetu izrasli su izuzetni stručnjaci i uglednici – afirmirani profesori u školama, filozofi, pedagozi, sociolozi, psiholozi, historičari, lingvisti, književnici, pjesnici, urednici i novinari, političari i državnici te znanstvenici i stvaraoci različitih profila i u različitim oblastima. Očekujemo s razlogom da će se ovaj kontinuitet nastaviti i u budućnosti. Iz našeg naučnog i nastavnog potencijala uspostavljen je poseban pogled na mnogobrojne naučne i obrazovne probleme, ali i stanje društva, njegovu svijest, kulturološke i jezičke probleme.

Nije moguće u jednom kratkom podsjećanju prikazati sve dimenzije djelovanja ove institucije koje se reflektiraju kroz znanja, kroz potencijal koji sobom nose generacije ljudi koji su stasali i prošli razne studijske programe na Filozofskom fakultetu i kroz kapitalne priloge našoj nauci koje su dali profesori i saradnici ovog fakulteta.

Ti efekti ili refleksije vidljive su u politici, etici, upravi, književnosti, lingvistici, diplomaciji, povijesti, žurnalistici. Skoro da nema trajnije i uticajnije institucije koja govori o snazi društva i njegovom razvoju, ali i njegovoj budućnosti, od institucije kao što je Filozofski fakultet u Sarajevu.

Da našu argumentaciju potkrijepimo i brojkama; za ovih 65 godina na Filozofski fakultet upisano je 58.674 studenta. Diplomiralo 17.643. Magistriralo 592, a doktoriralo 386 kandidata. Trenutno u procesu studiranja na sva tri nivoa studija imamo 3.750 studenata.

Razvojni put Fakulteta bio je intenzivan i išao je u korak s društvenim potrebama, ali i potrebama naučnog praćenja mnogobrojnih društvenih problema. Ako imamo u vidu da je i u razvijenim zemljama obrazovanje najsnažnija i najperspektivnija djelatnost i potrebnost i sistema i čovjeka, onda je razumljivo zašto je razvojni put Filozofskog fakulteta i kod nas bio intenzivan, bez obzira na sva ograničenja i teškoće.

Iz vizure vremena sadašnjosti nužno je prisjetiti se prošlosti nastanka, razvoja i afirmacije Filozofskog fakulteta u Sarajevu i onih rezultata koje je ostvario u proteklom razdoblju. Naš rad i djelovanje, obilježile su kolege i kolegice kojih danas nema među nama, a koji su bitno generirali fizionomiju studija i profilaciju fakulteta. Nama, sadašnjim generacijama, olakšan je posao jer smo u stvari nastavili kontinuitet generacija, odnosno onih kolega i kolegica koji su nama mlađima ostavili svoje rezultate kako u naučnom tako i nastavnom djelovanju.

Među takve ličnosti spada jedna velika plejada nastavnika koji su počeli stvarati i razvijati mnogobrojne discipline i studijske programe na ovom fakultetu. Na samom početku 1950. godine takvih je bilo svega 18 na osam nastavnih grupa i to na: Historiji, Srpskohrvatskom jeziku i jugoslovenskim književnostima, Germanistici, Orijentalnoj filologiji, Matematici, Fizici, Hemiji i Geografiji. 1956. godine izdvojena je Katedra za srpskohrvatski odnosno hrvatskosrpski jezik, a te godine počela je sa radom i Katedra za filozofiju. U školskoj 1960/61. godini izdvojena je i Katedra za engleski jezik i književnost, koja će u toku narednih godina u svoj nastavni plan i program uključiti i izučavanje američke književnosti i anglosaksonske civilizacije. 1962/63. godine osnovane su Katedra za pedagogiju i Katedra za ruski jezik, a uvedeni su Sociologija i Psihologija kao nastavno-naučne discipline. 1969. godine osnovan je Odsjek za opštu književnost sa studijskim grupama Bibliotekarstvo i scenske umjetnosti. 1971. godine Katedra za srpskohrvatski jezik prerasla je u Odsjek za južnoslovenske jezike, a od 1999. godine nosi naziv Odsjek za bosanski, hrvatski, srpski jezik. Odsjek za književnosti naroda Bosne i Hercegovine nastao je 1996. godine transformacijom Odsjeka za jugoslovensku književnost i književnost naroda i narodnosti Jugoslavije. Odsjek za komparativnu književnost i bibliotekarstvo osnovan je 1972. godine. Odsjek za psihologiju nastao je transformacijom Odsjeka za pedagogiju i psihologiju 1989. godine, također je 2007. godine izvršena transformacija Odsjeka za filozofiju i sociologiju u dva samostalna odsjeka. Katedra za historiju/povijest umjetnosti osnovana je 2002. godine, a Katedru za arheologiju 2008. godine.

Danas na Filozofskom fakultetu u Sarajevu radi 199 nastavnika, asistenata i saradnika. Od toga su 26 redovni profesori, 40 je vanrednih profesora, 38 docenata, 31 viši asistent i 25 asistenata, ostalo su lektori, metodičari i strani lektori. Ovom broju treba svakako pridodati i 42 emeritusa i penzionirana profesora koji su nam uvijek na raspolaganju i od pomoći za naš složen nastavni i znanstveni proces.

Sve do 1959. godine u okviru Fakulteta razvijaju se i prirodnomatematičke discipline, kada se one osamostaljuju u poseban fakultet. Od svog osnivanja Fakultet je bio jedna zaokružena duhovna zajednica. Na njemu je bilo smješteno sve ono što je u spomenutim naučnim disciplinama bilo kreativno najbolje u našoj sredini, njegujući otvorenost i spremnost za dobru volju svih onih koji su, dolazeći iz drugih jugoslovenskih centara, ostvarili upravo ovdje svoju punu naučnu i društvenu afirmaciju.
Otvorenost je bila i ostala naša karakteristika. Iz ove sredine mnogi su odlazili u druge univerzitetske centre, ne samo bivše Jugoslavije već i šire, a najveći broj njih smatrao je svoj boravak u našoj sredini plodnim i sretnim periodom svoje intelektualne karijere. Neki su se proglašavali disidentima i žrtvama, imajući političke, a ne znanstvene motive, kako bi računajući na tenzije među raznim sredinama, izvukli neke lične koristi iz svog izmišljenog mučeništva. Prave žrtve teškog, ali časnog rada, bile su generacije koje su željele i razvijale Filozofski fakultet na principima akademskog i ljudskog poštenja, koje su željele baviti se naukom i obrazovanjem u duhu i potrebi mladih ljudi spremnih za nove izazove napretka, a ne retrogradnosti i tragičnosti.

U dubljoj smislenoj projekciji treba sagledati društveno značenje Filozofskog fakulteta u Sarajevu, odnosno njegovo osobeno mjesto u kulturnom, naučnom i umjetničkom životu Bosne i Hercegovine, ali ga treba mjeriti i po političkim idejama i tvorcima onog što je iza nas i što nije naš produkt, već zahtjev snaga i ljudi koji su služili drugim idejama i ciljevima od onih što su povijesna geneologija i progresivna nauka pa i ideologija.

Ono što je ovakvom prigodom potrebno istaći ogleda se u spoznaji da je osnivanje Filozofskog fakulteta politička, društvena, duhovna i moralna odvažnost i zrelost jedne sredine i struktura vlasti koje predstavljaju i iskazuju interese građana. To je zapravo bio historijski iskorak koji je po principu duhovne gravitacije okupio sve potencijale u sferi nauke i duhovnosti i koji je predstavljao snažnu osnovu daljeg razvoja obrazovnog sistema u BiH.

Ta hrabrost i dalekovidnost se isplatila, jer je ovaj fakultet dao cijeli niz velikih naučnih imena, čiji je rad bio osnova svih najznačajnijih naučnih institucija naše zemlje, među kojima je na prvom mjestu ANUBiH, čiji je najveći broj upravo iz profesorskog sastava našeg fakulteta. Ne treba zaboraviti i veliki broj naučnih autoriteta na drugim univerzitetskim centrima koji su afirmisali i sebe i svoj rad, ali i sredinu iz koje su potekli.

Nastavni i nastavnoistraživački rad do sada se organizirao kao dodiplomski i postdiplomski studij koji je obuhvatao: nastavnonaučni rad za obrazovanje kadrova visoke stručne spreme i stručnog stepena specijaliste te naučnog stepena magistra; sticanje doktorata iz oblasti filozofskih, socioloških, historijskih, pedagoških, psiholoških, filoloških, lingvističkih, književnohistorijskih i bibliotečkih nauka, te iz oblasti primijenjene lingvistike, historije umjetnosti, arheologije, metodike nastave, kao i naučnoistraživački rad iz tih naučnih disciplina. Danas se taj proces odvija kroz I, II i III ciklus studija ili poznatiji po nazivu bolonjski proces.

Danas se na Filozofskom fakultetu izvodi 85 nastavnih planova i programa iz različitih oblasti. Tome treba dodati i kombinacije koje studenti mogu birati tako da svaki studij može biti i dvopredmetni. Sa kombinacija koje studenti mogu birati, nastava se izvodi na 179 kombinovanih studijskih grupa. A nastavna mogućnost i programska omogućava 340 kombinacija na pervom ciklusu 246 kombinacija na drugom ciklusu studija. Na prvom i dugom ciklusu studija nastava se realiziju kroz 908 nastavnih predmeta uključujući opće, zajedničke, stručne i izborne premete. Takva kombinacija studija i mogućnost izbora predmeta daje Filozofskom fakultetu prednost da sam može realizovati i zadovoljiti interese studenata i njihovo pravo na izbor studijskih kombinacija, što je i osnovna intencija bolonjskog načina studiranja. Zato s pravom kažemo da je Filozofski fakultet univerzitet po sebi i da može zadovoljiti sve kriterije nastavnog procesa koji su danas evropski trend prava izbora studenata svog profila zanimanja.

Pored navedenih djelatnosti, Fakultet obavlja i poslove stručnog obrazovanja i usavršavanja, nostrifikacije diploma, provjere znanja iz maternjeg i stranih jezika, dopunskih ispita, prevodilačkog rada, lektorisanja, pedagoškog obrazovanja, arheoloških istraživanja i izdavačke djelatnosti.

U svojoj šezdesetpetogodišnjoj tradiciji Fakultet je imao više tranzicionih faza i promjena nastavnih planova, a time i same organizacione strukture koja je pratila temeljne studije i načela funkcionalnosti. Danas na Fakultetu djeluje trinaest odsjeka i dvije autonomne katedre koje već prerastaju u odsjeke. U ovoj školskoj godini obogatit ćemo naš nastavni proces za studij specijalne pedagogije i etnologije. Time će sve skoro značajne discipline za jednu državu i njene narode biti zastupljene, i na veoma stručan način realizovane kroz obrazovni proces i potrebe koje društvo ima za takvim kadrovima.

Danas je Filozofski fakultet integriran u univerzitetsku zajednicu i čini okosnicu Univerziteta u Sarajevu. Proces integracije Univerziteta nije lak s obzirom na nasljedstvo i tradiciju, ali i otpore novom. No to je trend ujedinjene Evrope i legitimacije univerziteta kao nositelja obrazovanja, ali i mjesta nauke i naučno istraživačkog rada.

U svojih šezdeset i pet godina postojanja Filozofski fakultet je imao različite faze i periode. Neke etape su bile razvojne, a neke bismo mogli označiti i stagnacijom, ali i tragedijom. Posebno težak period Fakultet je imao u vremenu između 92. i 95. godine. U tom razdoblju velik broj uposlenika napustio je Fakultet. Razorena je zgrada i uništena imovina s kojom smo raspolagali. Stradao je jedan broj studenata i nastavnog osoblja.

Ne možemo prešutiti i činjenicu da je jedan broj kadrova s ovog fakulteta bio i nositelj ideje razdvajanja i stradanja naroda, etničkog čišćenja i različitog tumačenja historije i prava Bosne i Hercegovine na opstojnost i samostalnost. Također, ne možemo zaboraviti i napore pojedinaca da na znanstven i argumentovan način ospore te ideje i da služe naučnoj istini i narodu bez obzira na cijenu ili etnos kome pripadaju.

Nakon završetka dugoga i tragičnoga rata u obnovi društva nužno je bilo krenuti od novih spoznaja i gledišta koja su imanentna razvijenim zemljama i uređenim sistemima. Da bi se to ostvarilo, bilo je potrebno reformirati sam sistem obrazovanja, stvoriti novi koji će uvažiti te kriterije. Tako je već 1995. godine došlo do izmjena nastavnih planova, a kasnije i do osnivanja nekoliko novih kombiniranih studijskih grupa. Akademsko osoblje skupilo je snage da afirmira znanje i obrazovanje, da ga utemelji na novim vrijednosnim osnovama, ne potirući ono što je relevantno i dobro i što se u praksi potvrdilo kao vrijedno.

Iako su se Univerzitet i Fakultet našli u praznom prostoru, nove strukture vlasti, prije svega mislim na Kanton Sarajevo, uvidjeli su značaj Univerziteta i iznad svojih mogućnosti pomogli su i Fakultet i naše razvojne planove. Filozofski fakultet uveo je skoro deset studijskih programa – posebno ističem Arheologiju, Historiju umjetnosti, Latinski i Španski jezik te Italijanski jezik i književnost. U narednom ćemo se periodu obogatiti i studijem specijalne pedagogije, etnologije, antropologije te kineskim i japanskim jezikom kao i zasebnim studijem amerikanistike. Ovom treba dodati i transformaciju studija filozofije i sociologije, čime su stvorene pretpostavke za njihov dalji razvoj kroz kombinacije studija i kombinovanih studijskih programa. Uz razumijevanje kantonalnih vlasti Fakultet je primio značajan broj mladih kadrova te ispunio sve uvjete koji su prema evropskim standardima u visokom obrazovanju neophodni.

Filozofski fakultet je svjetski priznat fakultet i mjesto gdje dolaze strani studenti kroz različite oblike razmjene, ali i s koga odlaze naši studenti i nastavnici i saradnici na razmjenu i sticanje novih znanja. Od uvođenja bolonjskog procesa do danas na našem je fakultetu boravilo 130 studenata sa različitih svjetskih univerziteta, dok je s našeg fakulteta išlo 42 studenta na druge univerzitete. Tome treba dodati i gostovanje više od stotinu profesora iz različitih naučnih oblasti. Sa našeg fakulteta u razmjeni na drugim univerzitetima bilo je preko 30 nastavnika i saradnika.

Mobilnost studenata i nastavnika će se svakim danom povećavati i to je ono što je prednost novog obrazovnog sistema koji potvrđuje činjnicu da je znanje univerzalno i da je vrijednost obrazovanja zajednička svim zemljama i narodima. Na tu mobilnost moramo se više navikavati, ali i stvarati pretpostavke da naši studenti imaju mogućnost da više i lakše idu na razmjenu na druge univerzitete. Za to su potrebna materijalna sredstva, različiti fondovi, ali i jednostavnije procedure i načini praćenja nastavnog procesa.

Globalizacija društvenih odnosa, univerzalnih dostignutih vrijednosti u sferi kulture, obrazovanja, nauke, politike, vlasti, ekonomije zahtijeva i zajedničke spoznaje i kriterije vrijednosti i zajedničke mogućnosti. To ujedno znači i iskorak ka onome što zovemo bolonjski proces ili jedinstveni obrazovni evropski prostor. U taj proces smo krenuli sa punim kapacitetom i to na svim studijskim grupama i odsjecima. Iako za takve velike reforme nisu stvorene neophodne pretpostavke, nastavni kadar se svjesno opredijelio za pridruživanje evropskim obrazovnim tokovima. To podrazumijeva iste standarde u obrazovanju i validnost rada i studenata i nastavnika.

Pored mobilnosti studenata i nastavnika, bolonjski proces traži jačanje autonomije univerziteta i fakulteta. Autonomija podrazumijeva slobodu obrazovanja, slobodu mišljenja i djelovanja na načelima naučne istine, manje političkog uplitanja u nastavne i naučne procese kao i finansijsku samostalnost. Povijesni tok autonomije bio je u stalnom sukobu iskazane volje i stvarne moći koja je nadilazila okvire dopuštenog, tj. zakonom uspostavljenog prava. Najsnažnije suprotstavljanje neograničenoj volji politike, vlasti, religije, bilo je od akademski obrazovanih građana i univerziteta koji su beskompromisno štitili integritet misli, naučnih spoznaja i njihovih nosilaca.

Za nas se postavlja pitanje, kakva je danas naša autonomija. Iz površne analize da se primijetiti da je poimanje autonomije neodređeno i normativno neuređeno. Zakonska osnova i garancija autonomije ne postoji. Naime, sadašnje stanje je bliže onom što označavamo heteronomijom. Interesi studenata, profesora, roditelja, institucija i kompanija su različiti i pravila ne postoje, valja ih iznova graditi i izgrađivati. Kako nadrasti stanje slabe ili krhke autonomije pitanje je, zapravo, same suštine ne integracije već reforme univerziteta, a time mjesta i uloge fakulteta. To je ozbiljan i dalekosežan posao, kako za Univerzitet i Fakultet, tako i za čitavo društvo.

Reforma univerziteta je u stvarnosti ozbiljna reforma čitavog društva. Zato je potrebno prići izradi realne obrazovne strategije zemlje, jer za stanje u obrazovanju zainteresovani su ne samo konzumenti, dakle generacije mladih koji dolaze i nastavno osoblje, već i roditelji i čitava zajednica. Ta strategija se u kraćem značenju može definirati kao nacionalna strategija reforme obrazovanja, koja počinje od najranijeg, tj. osnovnog obrazovanja, a završava sa univerzitetskim.

U sadržajnom procesu reforme potrebno je profilirati studije i uvjete sticanja zvanja u skladu sa evropskim standardima i normama. Reforma treba biti usmjerena ka harmonizaciji obrazovnog sistema, stvaranju prohodnosti kroz obrazovne nivoe, smanjenju autoritarnog obrazovanja i povećavanju nivoa studentskih prava. To je i formula jednakog pristupa obrazovanju, evropskom tržištu rada i validnosti univerzitetskih diploma. Samo tako je moguće prići sveobuhvatnoj reformi i ispunjavanju uvjeta iz mape puta ka pridruživanju evropskim integracijama.

Filozofski fakultet nastoji ići u korak sa Standardima i normativima koji će omogućiti da mladi ljudi dobijaju validne diplome i da njihovo obrazovanje bude cijenjeno i uvaženo ne samo kod nas već i u evropskim zemljama.

U poslijeratnom razdoblju Fakultet se potpuno otvorio prema akademskoj i široj javnosti. Na Filozofskom fakultetu se redovno održavaju značajni znanstveni i stručni skupovi, kako domaći tako i međunarodni, značajan broj naših nastavnika i saradnika učestvuje u evropskim i domaćim projektima ili su njihovi nositelji. Tako je Fakultet izašao iz okvira samo nastavnog rada, što je prva i temeljna njegova funkcija, i postaje središte znanstvenog i stručnog rada u društvu.

Danas se Univerzitet, ali i Filozofski fakultet, nalazi pod uticajem dva snažna procesa. Prvi je internacionalizacija, što ne znači samo evropeizacija, nego globalno povezivanje sa svim svjetskim univerzitetima i obrazovnim institucijama na Zapadu, ali i na Istoku. U te je procese Filozofski fakultet neprekidno uključen, reklo bi se – dnevno. Drugi proces je politika devalvacije obrazovanja i obrazovnih institucija u samoj državi Bosni i Hercegovini i regionu, bolje rečeno, balkanizacija obrazovanja. Otvaranje privatnih univerziteta ali i državnih filozofskih fakulteta u svakom gradu Bosne i Hercegovine ne povećava konkurenciju pa time i potrebu podizanja kvaliteta, nego devalvaciju obrazovanja jer se to radi bez materijalnih i tehničkih sredstava, bez školovanih akademskih kadrova, bez primjene standarda i kriterija, bez državne strategije visokog obrazovanja.

Objektivno, to je milje u kojem se Filozofski fakultet bori za svoj status izgrađene i stabilne obrazovne institucije čije se diplome respektiraju u zemlji i u svijetu. Bez obzira na sve pritiske i „klimatske promjene u obrazovanju“, mi ne možemo baciti pod noge ono što je stvarano na pravi način 65 godina. To dugujemo ovom društvu i generacijama koje tek dolaze. Moramo im ostaviti nešto vrijedno, čvrsto i sigurno. Zato se ne zalažemo za bolonjski fakultet, već za prestižni fakultet i univerzitet čije će diploma i stečena znanja biti prepoznata u svjetskim i evropskim okvirima i koji če nadilaziti lokalizme i parametre koji u tom prostoru važe.

Uz dosadašnju veliku i značajnu stručno-znanstvenu produkciju i izdavaštvo, Fakultet je otvorio i mogućnost elektronskih izdanja naših nastavnika i saradnika. Tako smo samo u posljednje tri godine objavili 26 knjiga, publikacija i posebnih izdanja te 31 elektronsko izdanje. Pri tom treba napomenuti da su to pretežno izdanja za koje nije široka čitalačka publika zaiteresirana, već naučna i stručna javnost te studenti za svoj stručni studij. Takođe smo omogućili da studenti koriste dostupnu svjetsku literaturu elektronskim putem pretplaćujući se na kvalitetne baze podataka uz stalna nastojanja da naši studenti imaju pristup ovim i drugim izdanjima.

Filozofski fakultet u Sarajevu ima najveću i najvrijedniju biblioteku u BiH sa oko 300.000 knjiga i časopisa i koja je osposobljena za elektronsku obradu publikacija i koja je povezana sa skoro svim značajnijim bibliotečkim svjetskim centrima. Prema podacima EBSCO-a, od 50 biblioteka koje koriste ovu bazu, najtraženija je građa kojom raspolaže naša biblioteka. Razvojni put fakulteta pratila je i organizacija same biblioteke čime je na svoj način doprinijela povećanju kvaliteta rada u realizaciji našeg nastavnog i naučnoistraživačkog rada. Naša biblioteka rangirana je u sam vrh biblioteka u BiH, što potvrđuje ugled koji ima među biblotekarima i bibliotekama, ali i među studentima, magistrantima i doktorantima koji su njeni vjerni korisnici, ali i kritičari.

Fakultet je formirao i stavio u funkciju Centar za naučno-istraživački rad i stručne aktivnosti u okviru kojega već djeluju odjeli i specijalistički centri. Neki od njih su se afirmisali i već izašli na tržište pružajući usluge trećim licima kao što su arheološka istraživanja, psihološki labaratoriji, učenje i provjera znanja iz skoro svih stranih jezika, te prevodilačku djelatnost.

Sve ovo ne bi se moglo realizirati bez podrške i aktivnog učešća i drugih uposlenika Filozofskog fakulteta koji servisiraju i stručno doprinose da se nastavni, naučni i obrazovni proces Fakulteta odvija nesmetano i kvalitetno.

Pored trinaest odsjeka i dviju samostalnih katedri, stručni se poslovi obavljaju u okviru Sekretarijata Fakulteta, Službe za pravne, upravne, personalne i opće poslove, Službe za plan, analizu, materijalno-finansijske i knjigovodstvene poslove, Službe za nastavu, Studentske službe, Službe za naučnoistraživački rad i međunarodnu akademsku saradnju, Službe za podršku informacionom sistemu, Biblioteke te Tehničke službe. U ovim službama danas imamo 54 uposlenika što je u odnosu na nastavni proces i prostorne uvjete veoma skromno.

U nadi da ćemo ostati i biti nositelji kvalitetnog i liderskog obrazovanja u BiH te naučnog i stručnog rada ne samo na našim već i u evropskim prostorima, čestitam studentima, uposlenicima i penzionerima 65. godišnjicu Fakulteta s vjerom u budućnost i nadom da će Fakultet biti i ostati nositelj onog što je a čovjeka najvrednije a to je znanje i obrazovanje.

65th ANNIVERSARY OF THE FACULTY OF PHILOSOPHY

OF SARAJEVO UNIVERSITY


I have been assigned an unenviable task of giving an overview of the achievements of an establishment of higher education such as the Faculty of Philosophy. This is in no way an easy task for several reasons. Firstly, one should not forget the founding fathers of the Faculty who had developed its study programmes profiling simultaneously scientific and other values that had significantly influenced not only society as a whole but its value system as well.  Secondly, the hallmark of the past period was a number of  momentous events and changes that are neither easy to evaluate nor to percieve impartially. The changes themselves did not only exemplify progress but also stagnation and to some extent even the ideologization  of science and education. Not less momentous were the social changes in this period because we witnessed the demise of the system and social order in which the Faculty was founded whereas a new social order is being established in a rather complex and entirely different manner. Within this social space the Faculty endeavoured to fulfil its social task and purpose with regard to recipients of knowledge and education. This establishment did its best to remain a leading institution in education, being a promoter of the idea of pursuit of a good cause for the sake of mankind and the education system of the state of Bosnia & Herzegovina.

Marking of the anniversary is a sign of continuity and durability of an institution. The 65th anniversary of the Faculty of Philosophy confirms the values of knowledge and education and their importance for the country, its people, culture and history. From this time perspective one could state that invaluable has been the contribution of the Faculty of Philosophy to education and development of science in Bosnia & Herzegovina, and wider. The Faculty of Philosophy of the University of Sarajevo has significantly influenced the education and development of humanities both in B&H and the fomer common state as a whole through the generations of its B.A., M.A. and Ph.D. holders.

The Faculty of Philosophy has produced eminent experts and dignitaries – highly appreciated teachers in schools, philosophers, pedagogues, sociologists, psychologists, historians, linguists, writers, poets, editors and journalists, politicians and statesmen, as well as scholars of various profiles in different areas. With good reason we expect this trend to continue in the future. From our scholarly and teaching pool there has been established a special approach to numerous scientific or education problems, but also to the state our society is in, its social awareness, cultural and language issues as well.

In this short overview it is impossible to present all aspects of the work of this establishment of higher learning which are reflected through knowledge and potential of the new generations of students who have been fully trained having attended various study programmes at the Faculty of Philosophy and through the groundbreaking contributions to science of professors and associates of this faculty.

These effects can be seen in politics, ethics, administration, literature, linguistics, diplomacy, history and journalism. There seems to be no instutution more durable and influential which is concerned with the vibrancy of society and its development than the Faculty of Philosophy in Sarajevo.

Allow me to substantiate my claim with figures; in the past 65 years 58 674 students have enrolled at the Faculty of Philosophy while 17 643 have graduated. The number of those who obtained an M.A. degree is 592, while 386 candidates obtained a Ph.D. At this moment we have 3 750 students enrolled in the three study cycles.

The development path of the Faculty has been intensive and in line with the needs of society, but also the needs of scholarly deliberations of numerous social problems. Considering the fact that in the most advanced nations education has become the most vital and promising activity, necessary both for the social system as such and mankind, it becomes self-evident why the development path of the Faculty of Philosophy has been intensive regardless of all constraints and difficulties.

From the present time perspective it is necessary to remind ourselves of the inception stage, development and affirmation of the Faculty of Philosophy in Sarajevo and its achievements in the past period. Our overall work and social engagement has significantly been impacted by our colleagues who are no longer with us but who had designed the course offerings and contributed to the affirmation of the faculty. To the present generations the task has been made easier because we simply continued along the trodden path. In other words, we continued the work bequeathed to the younger generations by the preceding colleagues both in scholarly and teaching respect.

Among such personalities there is an eminent group of professors who began to develop numerous disciplines and study programmes at this faculty. At the beginning of 1950 there were only 18 of them in eight departments, i.e. History, Serbo-Croatian Language and Yugoslav Literature, German Language, Oriental Philology, Mathematics, Physics, Chemistry and Geography. In 1956 the Department of Serbo-Croatian Language or Croato-Serbian language was made separate and it was in this year that the Department of Philosophy was established. In the academic year of 1960/61 the Department of English and Literature was established. In the next few years this Department will further develop its curriculum and syllabus to involve the study of American Literature and Anglo-Saxon civilization. In the academic year of 1962/1963 the Chair of Pedagogy and the Chair of Russian Language were established while Sociology and Psychology were introduced as instruction and research-oriented disciplines. In 1969 the Department of Letters was established along with Librarianship and Scenic Arts. In 1971 the Chair of Serbo-Croat Language evolved into the Department of South-Slavic Languages, known as the Department of Bosnian/Croatian/Serbian Language(s) since 1999. The Department of Literature of the Peoples of Bosnia & Herzegovina was established in 1996 as a result of the transformation of the Department of Yugoslav Literature of Nations and National Minorities of Yugoslavia. The Department of Comparative Literature and Librarianship was established in 1972. The Department of Psychology evolved from the Department of Pedagogy and Psychology in 1989. In 2007 the Department of Philosophy and Sociology was transformed into two separate departments. The Department of Art History was set up in 2002 while in 2008 the Chair of Archaeology was founded as well.

At present 199 professors, assistants and associates are employed at the Faculty of Philosophy in Sarajevo. Out of this figure there are 26 full professors, 40 associate professors, 38 adjunct professors, 31 senior teaching assistants, 25 assistants, while the remaining part of the above figure is made up of language instructors, methodics instructors and foreign language instructors. In addition, there are 42 Emeritus and Emerita professors in retirement who are always ready to assist us in the complex teaching and scholarly endeavor.

Until 1959 natural sciences had been included and developed within this faculty, later to evolve into the Faculty of Natural Sciences. Since its establishment, the faculty has functioned as a harmonious intellectual community. Within it the best creative achievements in this particular scholarly ambit have been realized, fostering and cherishing at the same time the openness and good will towards those who hailed from other Yugoslav centres, but it was here where they achieved their full scholarly and social recognition and acclaim.

Openness has remained our unwavering attitude. From this scholarly ambit many had moved to other university centres inside and outside former Yugoslavia, but the majority has considered their sojourn in our environment a fruitful and happy period in their respective intellectual careers. Nevertheless, among professors there were some self-proclaimed dissidents and victims who harboured political rather than intellectual aspirations, relying on tensions in various environments in order to gain some personal benefit out of their imagined martyrdom. The real victims of the laborious, but honourable work were those generations who wanted to develop and promote the Faculty of Philosophy in accordance with the principles of academic and human honesty. Their scholarly interest in humanities and education was in the spirit of needs and wellbeing of young people ready to meet the new challenges posed by progress contrary to any retrograde or ultimately tragic attachments.

There are deeper implications regarding the social impact of the Faculty of Philosophy in Sarajevo, i.e. its exceptional place in the cultural, scholarly and artistic life of Bosnia & Herzegovina. In spite of this, the social impact should also be assessed in respect of political ideas and the masterminds of all that is behind us now, not being our product, but rather a demand of the forces and individuals who had promoted other ideals and goals which are incompatible with progressive historic legacy, science or even ideology.

On this occasion it is necessary to highlight that the establishment of the Faculty of Philosophy makes us cognizant of the fact that the act itself was a sign of the political, social, spiritual and moral audacity of one milieu and the then authorities who represented and voiced citizens' interests. Indeed, it was a historic stride, and following the principle of spiritual gravitational pull it collected all the available potential in the domain of science and spirituality, thus representing a strong basis of further development of the education system in B&H.

That audacity and foresight has paid off since this faculty has produced a number of eminent scholars whose work represented a foundation of the most important scientific institutions in our country with The Academy of Sciences and Arts of B&H ranking in the top position, comprised by and large of professors from our faculty. At this, we should not forget a great number of our professors – acclaimed scholars in other university centres who have achieved a high reputation for their work, but also their original scholarly ambit.

Instruction and research-oriented work has so far been organized through undergraduate and postgraduate programmes which included as follows: instruction/research work educating B.A. holders, specialists, M.A. holders; besides candidates are offered a possibility to enrol in Ph.D. programmes in the fields of philosophy, sociology, history, pedagogy, psychology, philology, linguistics, literature and librarianship, as well as in applied linguistics, history of art, archeology and teaching methodology. The candidates are also offered a possibility to further pursue research work in the above-mentioned disciplines. At present this process is implemented in the Bologna Process of the three study cycles.

At present 85 curricula and syllabi from various fields are implemented at the Faculty of Philosophy. In addition there are combinations that students can choose so that each study programme can include two major disciplines. In other words, the combinations available to students imply that instruction is carried out in 179 combined study groups. Programme offerings enable 340 combinations in the undergraduate programme (i.e. the first cycle) and 246 combinations in the master’s programme (i.e. the second study cycle). In the first and second cycle instruction is realized through 908 subjects, including core, general, field-specific and elective courses. This array of combinations and the possibility of choosing courses provides a comparative advantage to the Faculty of Philosophy in a sense of its ability to realize them on its own, and in this manner satisfy the interests of students and safeguard their right to the choice of study courses which is the intent and purpose of the Bologna Process. It is with reason that we can say that the Faculty of Philosophy is a university per se which can meet the criteria of a teaching process that allows students the right to choose their professional profile in accordance with the prevalent European trends in the domain of higher education.

Besides the above activities the faculty is also involved in providing professional training and follow-up courses, degree certification, the mother tongue and modern languages testing, follow-up (i.e. supplementary) exams, translation and editing services, pedagogical education, archeological research and publishing activity.

In its 65-year-long tradition the faculty has undergone several transitional phases and changes of curricula, and accordingly, the change of its organization structure that was in keeping with the fundamental study programmes and efficiency principles. At present at this faculty there are thirteen departments and two chairs already evolving into two departments. In this academic year we will enrich our instruction process by offering the study of Special Pedagogy and Ethnology. As a result, nearly all important disciplines for the nation and its peoples will be established and efficiently implemented in the education process to meet the needs of society for such professional graduates.

At present the Faculty of Philosophy is an integral part of the university community as a backbone of the University of Sarajevo. The integration process of the University is by no means an easy one considering its legacy and tradition, but also the resistance towards the new. Nevertheless, this is a trend in the united Europe and the legitimate position of university as a place of education, science and scientific research.

In the past sixty-five years the Faculty of Philosophy has undergone various stages. Some were developmental; others could be assessed as stagnation, if not a downright tragedy. The faculty underwent a particularly difficult phase in the 1992-1995 period. In that period many employees left the faculty. The faculty’s building was destroyed alongside its property. A number of students and teaching staff lost their lives.

We cannot keep silent on the fact that a certain number of professors from this faculty promoted the ideas of separation, and consequently inflicted suffering, ethnic cleansing; they also espoused a different interpretation of history in respect of the right of Bosnia & Herzegovina to independence and continuity. But, at the same time we cannot neglect the endeavours of those individuals who had tried to refute those ideas in a scholarly and reasoned manner in the service of truth and people regardless of the price they had to pay or their ethnic background.

In the aftermath of the long and tragic war in the reconstruction of society it was necessary to start from a new understanding and viewpoints inherent to advanced nations and well-organized systems. In order to achieve this the education system had to be transformed and the new one created in compliance with such criteria. As early as 1995 there followed curriculum changes through the newly-combined study programmes. The academic staff gathered the strength necessary to affirm knowledge and education grounded in the new values without discarding what was valuable and poignant, and as such confirmed in praxis as an asset.

Although the University and the Faculty were plunged into a void, the new authorities, and I refer above all to the Canton of Sarajevo, realized the importance of the University and did their utmost to assist our faculty and its development programmmes.The Faculty of Philosophy had introduced almost ten new study programmes – in this regard I would like to place a special emphasis on Archeology, History of Art, Latin and Spanish Language(s) and Italian Language and Literature. In the forthcoming period we will enrich our offering by providing the study of Special Pedagogy, Ethnology, Anthropology and also Chinese and Japanese Language(s) and American Studies. In addition to this, the study of philosophy and sociology have been already transformed through a combination of study programmes. Owing to the support of the Cantonal authorities the faculty has been able to employ a significant number of young professionals, and as a result, it has met all the required criteria of the European standards in higher education.

The Faculty of Philosophy in Sarajevo is an internationally acclaimed faculty welcoming foreign students through a wide range of exchange programmes. To acquire new knowledges and skills, our students, professors and associates also participate in various exchange programmes. Since the introduction of the Bologna Process, our faculty has hosted 130 students from different international universities while 42 students from the Faculty of Philosophy have so far attended other universities. To these figures one cannot but add that more than a hundred guest lecturers from various scholarly disciplines visited our faculty. Until present, more than 30 professors and associates from the Faculty of Philosophy have participated in the exchange programmes.

More student/professor mobility programmes are expected in the future, advantageous to the new system of education which promotes the idea of knowledge being a universal value in education and as such pertaining to all countries and peoples. We have to embrace such mobility programmes but also create better opportunities that would allow more students to participate in the exchange programmes offered by other universities, and that implies raising more funds and establishing less complex attendance policy.

Globalization in the sphere of social relations, universal values in culture, education, science, politics, government, and economy, implies attaining shared values and criteria as well as shared opportunities, which, at the same time, implies taking a step forward in what is generally referred to as the Bologna process or the common European education framework.  We have been actively and fully participating in the process at the level of all the study programmes and departments. Regardless of a lack of all the pre-requirements necessary to implement such great reforms, the teaching staff has made a wilful effort to become part of the European education trends implying equal standards in education and recognition of both students and teaching staff. 

Apart from student/professor mobility, the Bologna Process encourages autonomy of both universities and faculties. Such autonomy stands for freedom of education, freedom of thought and freedom to act according to principles of scientific facts, less involvement of politics in education and scholarly processes, as well as a financial independence. In the past, the definition of autonomy was torn between the expressed will and authority which seized more power than allowed by legislative frameworks. The most fervent opponents to limitless political and religious mechanisms of power were university-educated citizens and universities that by all means chose to promote the integrity of intellect, scientific results and their bearers.

Today, a question arises on the definition of autonomy. Generally speaking, it seems that the perception of autonomy is vague – there are no clear regulations on autonomy nor does the legislative framework guarantee autonomy. What we have been witnessing at present could be called a heteronomy. Interests of students, professors, parents, institutions and companies are different and, there being no regulations, new regulations have to be introduced and upheld. How to overcome the state of having a weak or feeble autonomy is actually a question on the very essence of not only integration but also the university reform, and, at the same time – the role of faculties. Such a task is serious and far-reaching for both the University and the Faculty, and society in general.

In fact, the university reform represents a serious reform of society as a whole. This is why it is necessary to develop a realistic national education strategy, since education policy is a matter of concern not only for recipients of knowledge, i.e. new generations of young people and teaching staff, but also for their parents and the whole community.  To be more specific, it could be defined as a national education reform strategy starting with primary education.

The core of the reform should profile study programmes and pre-requisites for earning degrees in accordance with European standards and regulations. The reform should be aimed at harmonizing the education system, creating opportunities for mobility, reducing teacher-centred education and giving students more rights. This is also the path towards creating equal opportunities in education, towards the European labour market and towards recognized university diplomas. It is only in this way that it is possible to introduce an all-encompassing reform and fulfil requirements to move towards European integration. 

The Faculty of Philosophy has been striving to meet the standards and regulations that allow young people to obtain recognized degrees appreciated and accepted not only in Bosnia & Herzegovina but across Europe.

In the post-war period, the Faculty of Philosophy has opened its doors to both academia and the public. Important local and international scholarly gatherings and round table talks are held at the Faculty on a regular basis. A significant number of our professors and associates participate or lead European and local projects. In that way, the Faculty has widened the range of its activities from instruction - its primary role, to becoming a centre of scholarly and field-specific activities.

Two significant processes are ongoing at the University and the Faculty of Philosophy at present. The first process is internationalization, which implies not only Europeanization, but also establishing links with international universities and education institutions in both the West and the East. The Faculty of Philosophy has been actively participating in those processes on a daily basis. The second ongoing process refers to the devaluation of education and the education institutions in Bosnia & Herzegovina and the region. In other words, we are witnessing a “balkanization” of education. The establishment of private universities but also national faculties of philosophy in every town of Bosnia & Herzegovina does not increase competitiveness and consequently a need for a higher quality education but rather a devaluation of education due to lack of facilities and adequate realia, qualified staff, without the implementation of higher education standards and criteria, and as a result the lack of the national higher education strategy.

In other words, this is the framework within which the Faculty of Philosophy is striving to maintain its status of a well-established higher education institution where recipients of knowledge may obtain degrees recognized both locally and internationally. Regardless of all the pressures and “changes of education climate”, we can but cherish what has been rightfully achieved in the past 65 years. We owe such an approach to this society and the generations to come. We have to endow them with values, strength and safe future. This is the reason why we are not advocating a “Bologna faculty”, but a prestigious faculty and university which will be recognized in international and European frameworks, and thus surpass localisms and their prevalent parameters.

Following an abundant and significant production of scholarly contributions of our professors and associates so far, the Faculty has also created opportunities for e-publishing. In the last three years, we have published 26 books, publications and special editions and 31 electronic editions. It has to be emphasized that these publications are not intended for the wider public but those interested in the scholarly and field-specific publications, which students may consult during their studies. We have also made it possible for students to use international publications by means of subscribing to quality electronic databases. We have also been striving to make it possible for our students to use these and other publications as well.

The Faculty of Philosophy in Sarajevo has the largest and the most valuable library in Bosnia & Herzegovina with over 300 000 books and journals. The Library is equipped with software for electronic registration of publications and is connected to almost every international library centre. According to EBSCO data, out of 50 libraries that use the database, the most popular are the titles from our Library. The Library developed along with the Faculty, and being well-organized, greatly contributed to improving the quality and implementation of both the teaching process and scholarly research. Our Library ranks among the top libraries in Bosnia & Herzegovina, which confirms the well-earned reputation it has among librarians and libraries, the B.A., M.A. and Ph.D. students, who are its loyal visitors and sometimes critics.

The Faculty has established and launched activities of the Centre for Scientific Research and Expert Activities, already home to various field-specific sectors. Some of these sectors have already established their way out to the market by offering their services to third parties (archaeological research, psychology laboratories, modern languages teaching and examination, translation services).

All of the above-mentioned processes could not be ongoing without the support and active participation of other Faculty of Philosophy members assisting and contributing to successful and quality implementation of the teaching process and scholarly research.

Along with thirteen departments and two chairs, other professional activities are being carried out within Office of the Dean, Legal Services of the Faculty, General Finance, Operations and Administrative Services of the Faculty, Office for the Teaching Process and Workload Monitoring, Student Affairs Office, Office for Scientific Research and International Academic Co-operation, IT Support Services, Library, and Maintenance Services. At present, 54 faculty members are employed in these offices, which is, in terms of the teaching process and rooms available, quite a modest number.

Truly hoping that we shall remain and persist in offering a quality education of future leaders and promoters of scholarly and academic efforts not only in Bosnia & Herzegovina but Europe as well, I congratulate our students, employees and retired personnel the 65th anniversary of the Faculty of Philosophy with a deep belief in the future hoping that the Faculty will continue to appreciate what is most valuable about mankind – knowledge and education.
